Franklin County commissioners approve $1.74 million in vouchers, health department adjustments, rezoning and ambulance purchase

Franklin County commissioners on Aug. 20 voted unanimously to approve a package of routine and standalone items, including $1,744,130.43 in claim vouchers, a health department adjustments report, a rezoning application and the purchase of a new ambulance.
The commission approved the consent items — which also included minutes and several administrative approvals — by voice vote after a motion and second. Commissioners recorded unanimous support for the items at the meeting.
The commission then approved a health department adjustments report that listed bad-debt write-offs and insurance adjustments for recent billing cycles. Health department representative Brenda said she had secured additional grant funds that covered the amounts presented and asked the commission to approve the adjustments; the motion passed unanimously.
The commission approved rezone application 25050042 (Carswell) to allow construction of a home on a parcel described during the meeting as roughly 4 acres southwest of Ottawa; staff and the planning commission had recommended approval. The applicant told staff that a rural water district letter was on file to establish a meter and that the remainder of the acreage would remain in agricultural use. The motion to approve the rezoning passed unanimously.
The commission also approved the purchase of a 2025 Crestline ambulance from Pinnacle Emergency Vehicles in the amount of $261,130. Christie, the county’s emergency services representative, said staff solicited three bids, received two, and recommended the Crestline model because it matched the county’s existing medic unit and met space and equipment needs for critical patients. Commissioners approved the purchase by motion and second; the vote was unanimous.
