The Monroe County School Board voted to approve an interim agreement extension and ground lease with TVC Development Inc. for the Trumbo affordable workforce housing project (RFP 2025007).
Board members discussed rental-rate levels and eligibility set by state and federal affordable‑housing rules. Staff and a project representative explained hypothetical monthly rents tied to percentage-of-area-median-income (AMI) bands: at 60% AMI an example one‑bedroom rent was described as about $1,200/month; at 80% AMI about $1,600/month; at 100% AMI about $2,000/month; higher tiers would be more. Staff emphasized those rent and income bands are established by funding rules and are not set by the school board.
Board members also pressed for contractual protections to ensure a portion of units remain available for district employees (new teachers and other staff). Legal counsel identified a minimum threshold in the draft lease (described on the record as a 10% minimum), which staff said would translate to at least 15 units available annually for district staff in a 150‑unit project; staff also said anticipated natural attrition rates could make more units available in practice. The board and staff discussed procedures for non‑renewal of leases for non-district tenants to ensure district staff can access units.
Board members asked to be involved in vetting the property management firm (not to manage the property themselves) so the district can perform due diligence on the manager selection; staff agreed to participation in the vetting and said VESCOR (project partner) would address management‑selection questions. Legal counsel and staff confirmed financing language limits mortgage of the leasehold interest and that a purchaser or lender stepping in would take the leasehold subject to the ground lease conditions.
Motion and vote: the board recorded a motion “I recommend the board approve the interim agreement extension / ground lease with TVC Development Incorporated for RFP 2025007, Trumbo Affordable Workforce Housing,” with “Motion by Dr. Wolftanski, second by Mr. Horan.” Board members raised points of order; after discussion the motion passed with no recorded no votes.
