Summary
The board discussed amendments to master water agreements and boundary adjustments that would allow the Town of Warrenton to provide water to Tiffany Estates and a 5.59-acre parcel to be added to the Town of Remington, and scheduled a public hearing on a utility easement to serve a trades center.
Fauquier County staff briefed the Board of Supervisors on several service-area and easement items involving the Town of Warrenton, the Town of Remington and Laurel Ridge Community College.
Tiffany Estates: Staff told the board the 2001 master sewer and water agreement among the county, the Town of Warrenton and the Fauquier County Water and Sanitation Authority was being amended to include property known as Tiffany Estates, which lies between established service areas. The Town of Warrenton previously agreed in 2016 to supply water to the parcel and has revisited that decision now that development is anticipated. Staff said the town remains willing to provide water and sought county approval of that amendment; one board member noted the parcel is entitled for about 23 houses and is located at 7287 Blackwell Road near the reservoir.
Boundary adjustment for Remington: The board authorized scheduling a public hearing to consider a boundary-line adjustment of about 5.59 acres owned by Tethys LLC to be included within the limits of the Town of Remington. The owner seeks inclusion to obtain town services that are not available from the county in that area.
Utility easement for Laurel Ridge trades center: Staff said the board previously agreed to a 25-acre boundary adjustment of county property to the Laurel Ridge Community College Educational Foundation for a trades center. To provide potable water to the trades center, the board must consider a public hearing to grant a utility easement for underground water lines across county-owned Coral Farm property on Bingham Road; staff described a plat showing the proposed alignment from a connection to the Laurel Ridge parcel.
Why it matters: The amendments and easements will enable development and institutional projects to access municipal water, affecting service delivery, future development patterns and coordination between county and town governments.
Next steps: The board authorized scheduling public hearings where required, and staff said the town and county would complete approvals and platting before water service or easement conveyances occur.
