County Road 0 work delayed by utilities; contractor expects paving by end of October

Richland County highway staff updated the Highway Committee on the County Road 0 reconstruction, saying wet weather and utility relocations by Frontier Communications caused the schedule slips.
"Frontier subcontractors failed in moving their utilities in over a year and a half," Highway staff said, adding that the county repeatedly received promises that work would be completed after construction began. The county executed a threat to remove Frontier’s permits and discussed an "order to vacate" as a legal tool to require utility relocation.
To work around the missing utility work, the prime contractor moved work to other ends of the project and maintained travel access to residences. Staff said Frontier later replaced its subcontractor, and new subcontractors (Telecom and TriStar, per staff) are making progress.
Staff said the contractor expects to open the road to gravel traffic on Oct. 2 and to finish the full project by Oct. 31, with paving to happen this season. If Frontier fails to cooperate further, staff said the county is prepared to pursue the formal order‑to‑vacate process and, if necessary, remove utilities and charge Frontier for their removal.
The committee also heard that some additional civil work at the Yuba tower site will require an upcoming change order estimated at about $250,000; contingency funds will be used for that work but may be largely consumed by the change order.
What’s next: staff said they will continue to monitor Frontier’s work and pursue legal remedies if relocation does not proceed; the committee will receive further progress updates.
