The Mount Airy Planning Commission opened a referral from the town council on annexation Resolution 2025‑47, a petition to annex a roughly 50‑acre parcel on the north side of Wattersville Road for low‑density residential zoning (R‑1).
John (town planner) said staff had not prepared a full report for the night; the applicant representatives — Brian McKenna and Tim Park — introduced themselves and said they are under contract to purchase the property and that settlement is conditioned on successful annexation. The petition proposes R‑1 town zoning; town staff confirmed R‑1 zoning would allow the sports‑complex‑type use the applicants have discussed.
Planning Commission Chair Ralph outlined a structured set of evaluation questions he proposed the commission use in developing its recommendation to council. The list pulled language from town code (Chapter 44; Section 1‑12‑3) and suggested topics for the commission to examine at subsequent meetings: contiguity and statutory eligibility, master plan consistency, prior annexation attempts, required attachments, proposed town zoning and allowed uses, adjacent land uses, harmony with surrounding neighborhoods and potential conditions the commission might recommend.
Town Attorney Tom advised commissioners that municipalities have broad but limited authority during annexation reviews and that planning commissions should focus on master‑plan consistency and appropriate zoning. Commissioners discussed follow‑up items they may request from the applicant — for example, clarification of allowed county uses under R‑40, traffic impacts on Wattersville Road, water and sewer capacity, and any environmental or geotechnical studies — and agreed to request additional supporting materials before the next meeting.
By code the commission has 120 days from referral to issue its recommendation; the chair said the counting period begins at tonight’s meeting and that the commission may request a time extension from council if needed. No formal recommendation or vote was taken; the item will return to the August agenda with staff reports and any requested materials.
