The City of Roseville Planning Commission on July 24 approved a conditional use permit for Elite Towing to operate a tow and impound yard at 2020 Taylor Road.
Planning staff said the business would occupy about 4,000 square feet of an existing building on the industrial business park–zoned site and would use about 10,000 square feet of outdoor area for secured vehicle storage. Kenny Shalago, associate planner, told the commission the site is already developed with two buildings and ample parking and that the proposed impound use would not reduce existing parking capacity.
Shalago said the indoor area would be used for storage of towed and impounded vehicles and that the remainder of the building would remain vacant for future tenants. He said no exterior modifications are proposed and staff does not anticipate significant noise or visual impacts because towed vehicles will be stored indoors or behind a secured area away from the street.
Jamie Caddaro, the project representative, said the site would be a fenced storage yard that is not continuously staffed and that Elite Towing holds contracts with the highway patrol for evidence impounds.
After the public hearing — during which no members of the public addressed the commission — Commissioner Jensen moved to adopt the three findings of fact and approve the conditional use permit subject to seven conditions. Commissioner Brashears seconded the motion. The motion carried on a unanimous roll call vote. The commission’s action is subject to a 10-day appeal period.
The staff report said early project notification was posted online and mailed to properties within a 300-foot radius; no public comments were received before the hearing. Staff also determined the project is exempt from the California Environmental Quality Act under the city’s CEQA implementing procedures for minor land use alterations and Section 305 of the City of Roseville CEQA procedures.
The record indicates the proposed hours of primary operation would be Monday through Friday, 8 a.m. to 5 p.m., with the possibility that vehicles could be towed to the site at other times.
The commission’s approval does not take effect until the 10-day appeal period expires without a valid appeal.
