City Council approves zoning changes and annexations; amends sale of city parcels

The Springfield City Council on Oct. 21 approved conditional zoning and annexation measures, placed multiple ordinances on first reading and amended a pending sale of city-owned parcels.

Council accepted the planning staff and Planning & Zoning Commission recommendation to approve a conditional permitted use for a proposed wireless communications facility at 1300 Toronto Road (docket 2025-037). The council also accepted the planning staff recommendation for the Springfield Clinic LLP property at 1987 Wabash Avenue (docket 2025-040): staff recommended denial of a requested B-2 reclassification but approval of S-2 zoning with a use variance to allow wholesale and commercial storage uses; the council voted to concur. Votes on those zoning items were recorded as 10 yes, 0 no.

The council voted to continue docket 2025-029 (1921 Lowell Avenue) to Nov. 18 at the petitioner’s request.

Two annexation agreements were placed on final passage and approved: docket 2025-394 (1150 Old Toronto Road, Jason and Lindsay Campbell) and docket 2025-396 (5953 Ironbridge Road, Sherry S. Lynch and Robert D. Lynch). Both passed by recorded vote, 10 yes, 0 no.

On the ordinance calendar the council suspended rules to place three items on first reading: 2025-457 (a collective bargaining agreement with Springfield Firefighters Local 37 for March 1, 2025–Feb. 28, 2029), 2025-458 (acceptance of contract no. 122123DEM from McQueen Equipment LLC for purchase of a Demers MXP 170 type 1 apparatus, not to exceed $336,902), and 2025-459 (ordinance approving salary increases in excess of 5% during a 12-month period for Springfield Fire Department command staff). Those ordinances were placed on first reading; the council did not take final action at this meeting.

Council members approved the consent agenda and routine minutes by record vote (10 yes, 0 no).

Separately, the council amended and approved an ordinance (2025-408) involving the sale of city-owned parcels to Marilyn Ann Young under RFQ/PCS 19-29. The amendment reduced the parcel count from five parcels to two and lowered the sale amount from $2,500 to $1,000; the amended ordinance passed by a recorded vote of 10 yes, 0 no.

Motions to accept staff recommendations and to place items on final passage were routinely seconded from the dais; the meeting record shows no roll-call dissent on the listed final-passage votes.
