Putnam County commissioners approved a series of routine administrative items, several fund disbursements and a contract presented under GSA pricing. Commissioners also authorized the commission president and, by amendment, Commissioner Michael White to sign necessary documents on the contract, and signed an order finalizing a recent rezoning action.
At the meeting the commission took unanimous voice votes to approve prior meeting minutes, personnel and payroll orders, erroneous assessments and routine bills. County staff reported multiple funds and orders, and commissioners approved checks and transfers in a single series of motions.
Notable disbursements approved included: - A $755,000.62 payment from the TIF fund payable to West Banco Bank, Inc., trustee, and transfers totaling $306,566.99 to and from the Devonshire TIF account for tax increment revenues collected in FY2026. - A $1,950 payment from the opioid fund to Recovery Point Huntington, Inc., for Putnam County beds (September 2025). - Hotel/motel tax fund disbursements of $81,000 to the convention and visitors bureau, $56,000 to Parks and Recreation Commission and $25,000 to the recreation enhancement fund. - A $2,937.50 payment from the water and sewer fund to Teradon Corporation for preparation of the preliminary engineering report for the Fisher Ridge Water Line Extension Project. - Two dog‑fund payments to Help for Animals: $1,529.00 for space and neuters and $630.00 for veterinary services (September 2025). - A $3,765 payment from the Leased Land Preservation Fund to Randolph Engineering for professional services through September 2025.
