He thanked the city manager and city staff and praised department members for their service.
Plunkett introduced family and visiting former colleagues and thanked staff who served in acting roles during the department’s leadership transition. He said he looked forward to "building the road map for what policing looks like in the future of Escondido" and emphasized values of "integrity, professionalism, service, and accountability."
