Anderson Redevelopment Commission adopts public‑comment rules after heated public remarks

The Anderson Redevelopment Commission voted 4 to 1 on Aug. 12 to adopt a set of procedural rules that define where meetings are held, limit the public’s ability to speak, require speakers to state identifying information for the record in some circumstances, and authorize the presiding officer to enforce decorum.

Commissioners approved the rules after staff member Mike read a 15‑point draft that included seating rules, a three‑minute time limit for speakers unless the presiding officer allows otherwise, a requirement that speakers state their name and address for the record, and a provision citing the Indiana Open Door Law (Indiana Code 5‑14‑1.5) to explain that attendance and recording are guaranteed but that the law does not guarantee a right to speak at every meeting.

The vote followed more than an hour of public comment and back‑and‑forth among commissioners and residents.
