Council amends agenda to add nonvoting budget discussion item
Summary

The Bloomington Common Council voted to amend the agenda at the start of the Sept. 3 departmental budget hearing to add a discussion-only item on the proposed 2026 budget.
The motion was offered by Council member Flarity to “add an item following the report by the Department of Public Works parking service division” for council discussion and reflection on the proposed 2026 budget, including consideration of reductions and increases; the motion specified the added item would be discussion only and no vote would occur. The motion was adopted by roll call. Council members present voted yes; the clerk recorded affirmative responses for the members called.
Council President then proceeded with the evening’s transportation-focused presentations from Bloomington Transit, Planning and Transportation, Engineering, and Public Works (street, traffic and parking). The added discussion item is intended to provide council members a structured opportunity to review possible adjustments to departmental budgets before the formal budget ordinance is prepared.
The amendment was procedural; no policy changes or budget appropriations were decided at the meeting.
