Powell City Council on Monday moved forward on multiple zoning amendments that affect accessory dwelling units (ADUs) and the city’s small-lot exception for affordable housing.
The council held a public hearing on an amendment to Title 17 (Section 17-24-40) to extend the “affordable small-lot exception” beyond the original town site to other Residential General (RG) areas. Ben (staff member) explained the change would allow the existing corner-lot provision to apply citywide in RG zones while keeping the program’s other restrictions in place. Ben said the ordinance and planning commission public hearing produced no public comments.
Legal counsel presented three related ordinances (No. 14-2025, No. 15-2025, No. 16-2025) that add chapter 104 (accessory dwelling units) to Title 17 and provide definitions and requirements. After discussion, the council approved ordinance 14 on third and final reading, authorized signatures for Ordinance 14, and later approved Ordinances 15 and 16 on third and final reading and authorized signatures.
Council also moved and approved Ordinance No. 17-2025 on first reading, a zoning amendment to extend the affordable small-lot exception citywide in RG zones; that ordinance passed its first reading vote.
Council members and staff said the changes are intended to encourage smaller, more affordable homes by allowing additional flexibility on corner lots and clarifying ADU regulations. Ben noted the ordinance still limits the exception to corner lots and retains other restrictions (e.g., lot size and zone limitations such as not applying in RL zones).
Ending: Staff will publish the signed ordinances and implement the amendments if no further procedural steps are required; the first-reading ordinance will return for subsequent readings as required by the city code.
