Lago Vista committee reviews Aubrey charter for possible adoption of clearer provisions

The Lago Vista Charter Review Committee met Sept. 3 to continue work on updating the city charter, focusing mainly on sections of the City of Aubrey, Texas, charter that committee members said read “cleaner” and are more concise than Lago Vista’s current charter.

Committee members said the review is intended to identify provisions the committee may recommend the City Council adopt, and to highlight items for legal review rather than to make final decisions at this meeting. "It's cleaner in a lot of respect," said Jean Harris, referring to Aubrey's charter language on boundaries and organization. Committee members repeatedly noted Aubrey's shorter, more-literal phrasing and its use of a table of contents as helpful drafting examples.

Why it matters: the committee is tasked with producing charter language that is both legally sound and usable by city officials and the public. Members flagged provisions that affect how the city operates day to day — who prepares agendas, how emergency measures expire, how council members interact with staff, and how public notice is provided — and sought guidance from the city attorney and staff on items that could implicate state law or administrative practice.
