Emery County LBA ratifies final bills and change orders as Huntington Senior Center closes out

Emery County Local Building Authority commissioners on Sept. 2 ratified previously paid bills and final change orders for the Huntington Senior Center and approved the June 2025 meeting minutes, signaling formal closeout activities for the project.

The board voted to approve the June 2025 LBA meeting minutes (moved by Commissioner Kevin Jensen; seconded by Commissioner Jordan Leonard) and to ratify bills already paid for the senior-center project. Commissioners also ratified the final change orders needed to complete the project. County staff said contractors and engineers have been paid, keys have been turned over to Serta, the facility manager, and final invoices will be run through CID; staff estimated “right around $10,000 left over on that project” to be used for landscaping.

County staff described the payments and closeout steps: all contractor invoices related to the Huntington Senior Center have been paid, change orders were presented to the board as they were processed, and remaining administrative steps are intended to clear outstanding invoices and allocate leftover funds to landscaping.

Votes at the Sept. 2 meeting were taken by roll call. The motions to approve the June minutes, to ratify previously paid bills, and to ratify final change orders each passed on unanimous aye votes from the commissioners present.

The board did not discuss additional construction work beyond the change orders presented; staff said once the final invoices are processed through CID, the remaining funds will be applied to landscaping and the project can be closed.

Commissioners closed the item and moved on to other agenda business.
