Council awards leisure-pool resurfacing contract to Pool & Spa Medics for about $352,000

Powell City Council accepted the low bid of $351,842 from Pool & Spa Medics (Denver) for resurfacing the leisure pool and authorized signatures on the contract.

Parks staff told the council two qualified bidders responded: Pool & Spa Medics (Denver) and Mid America Pool Renovations (Grandview, Missouri). The city budgeted $400,000 for the project; the low responsive bid of $351,842 is within that budget and leaves contingency room for unforeseen change orders.

Angela (parks staff) said resurfacing work includes removing the existing liner, repairing underlying concrete as necessary, and applying a plaster finish; staff evaluated paint versus plaster and recommended plaster as a longer-lasting finish. Pool & Spa Medics estimated a closure of roughly 8–10 weeks depending on site conditions and water-chemistry factors; Mid America estimated 5–10 weeks. Staff noted water chemistry and unforeseen underlying repairs determine the final schedule.

Parks staff and the council discussed maintaining memberships and customer service arrangements during construction; staff said memberships will be continued and staff will work to minimize impacts. Council also discussed closure timing and the need to avoid leaving the pool open during plaster work because plastering generates dust; staff said a complete closure for the work was expected.

The council voted to accept the Pool & Spa Medics bid and authorized signatures so staff can execute the contract and schedule work. Staff said the contractor will complete the resurfacing and that a one-year warranty on the work is included.
