The Historic and Design Review Commission on Sept. 3 approved several certificates of appropriateness (COAs) and a conceptual design, while denying a recently installed noncontinuous walkway at 322 Lamar Street and conditioning historic tax certification on remedial work. The commission meets as an advisory board to the city and bases recommendations on the city's Unified Development Code and adopted design guidelines.
Key outcomes at a glance
- Approval of meeting minutes from Aug. 20, 2025 — motion carried. - Consent agenda: commission accepted consent items (items 1–10) with item 4 and item 6 pulled for questions; motion carried. - Item 4 (343 West Houston St.): COA approved with staff stipulations; applicant will replace exterior window systems with reflective blue-tinted glass per proposal. - Item (125) Sweet Street: COA approved with staff stipulations; two commissioners recorded nays during roll call. - Item 11 (322 Lamar Street): denial of item 1 (the noncontinuous paver/gravel walkway); approval of item 2 (historic tax certification) conditioned on remediation of all outstanding violations, including reinstalling a continuous walkway and restoring removed fish-scale siding on all four gables. - Item 12 (2018 San Pedro Ave.): facade alterations (stucco arches, window modifications, front entry tower) considered; commission approved staff recommendations and encouraged the applicant to pursue a DRC site visit for design refinement. - Item 13 (Donaldson Avenue): COA for a ~484-square-foot detached rear garage approved with staff stipulations (double-bay doors, horizontal lap siding, wood or wood-mimicking door, zoning setbacks/verifications). - Item 14 (232 Lavaca Street): conceptual approval for a two-story rear accessory structure with porches and attached carport; staff stipulations require reduced height/footprint, verified setbacks, traditional stucco finish, specified window/roof products, reduced driveway width and final elevations for staff review prior to final approval.
Several applicants told the commission they will comply with staff stipulations and return with final drawings where required. The Office of Historic Preservation will email certificates of appropriateness and commission action letters within 10 days to applicants.
Votes and procedural notes
Most motions passed on roll call after discussion; when commissioners raised design or historic-accuracy concerns the commission either added stipulations or requested applicants pursue Design Review Committee (DRC) consultation prior to final submittal. Where an applicant did not appear, staff played a recorded voicemail and discussion proceeded; the commission postponed no items for lack of attendance but did require remediation in one case (322 Lamar).
