Commissioners on Aug. 21 discussed procedures for reviewing Land Use Clearance (LUC) applications and the role of work sessions, regular meetings and email in the review process.
Marsha Haydenfeld asked whether commissioners should flag missing items on LUCs during work sessions if the paperwork arrives in time, citing instances where a building height or setbacks might be omitted. Amanda Podmore and other commissioners cautioned that work sessions do not permit public comment and could give proponents the impression they must attend two meetings.
Commissioners agreed on a pragmatic approach: continue using email to ask staff follow-up questions about application completeness (for example, requesting missing building-height information) and, when applicable, mention preliminary concerns under the meeting’s “Other” agenda item so the communication is part of the public meeting record. Podmore said commissioners should email her individually with questions about an LUC so staff can notify the applicant.
The commission also discussed the role of the building department in screening LUCs and noted that many straightforward cases could be handled administratively without commission review. No procedural rule change was adopted at the work session; staff will seek clarity on whether reply-all emails among commissioners could violate open meetings rules and will continue to manage LUC communications.
