Pleasant Grove council approves multiple rezonings, code amendments and funding agreements

Pleasant Grove City Council on Sept. 2 approved several land-use rezonings, two code-text amendments, a surplus declaration and an interlocal agreement funding substance-misuse prevention.
The package of actions included ordinance 2025-017, a zone change for about 4.97 acres at roughly 1525 East 200 South from R-1-20 to R-1-10; ordinance 2025-018, rezoning 0.56 acres at 3195 North 1240 West from A-1 to RR (rural residential); ordinance 2025-019, rezoning 2.19 acres at 644 North Homestead Circle from R-1-20 to R-1-12; ordinance 2025-020, rezoning about 1.15 acres at 555 East 1100 North from R-1-20 to R-1-10; ordinance 2025-021, a code-text amendment to permit nonalcoholic bottling and canning (use 2185) in the Business Manufacturing Park (BMP) zone; and ordinance 2025-022, a code-text amendment to allow mobile food businesses in city parks under a park permit with conditions. The council also approved resolution 2025-034 appointing representatives to the Utah County Aquifer Council, resolution 2025-035 declaring two 2003 Honda four-wheelers surplus, and resolution 2025-036 authorizing an interlocal agreement with Utah County Health Department and Communities That Care for substance-misuse prevention (PG Cares).
Why it matters: the rezonings will allow higher-density single-family development on several small parcels across the city and set the stage for future subdivision site plans; the BMP amendment clears the way for beverage manufacturing tenants in the industrial park; the parks food-truck amendment creates an administrative permitting path for mobile vendors in city parks; and the interlocal locks in $25,000 of county grant funding with a $10,000 city match for local prevention work.

What to watch next: the rezonings permit future subdivision site plans and any subsequent plats or development applications will return to staff and the council for conformity checks (access, water, fire access and infrastructure were discussed for at least one rezoning). The BMP and parks code amendments are legislative changes that will allow administrative business-license approvals for those uses, reducing the need for case-by-case legislative exceptions.
