Craven County votes to migrate legacy AS/400 data to cloud, approves $118,833 budget amendment

Craven County commissioners unanimously approved a budget amendment Sept. 2 to fund the migration of legacy AS/400 mainframe data to a cloud environment.
Information technology director Steve Bennett told the board the county has used an IBM AS/400 system for about 20 years to store legacy information across multiple departments, including finance, human resources, planning, tax, sheriff and social services. "The existing hardware has reached its end of life, and it's time for an upgrade," Bennett said. He recommended moving the server to the cloud and requested the board approve a budget amendment of $118,833 to cover the transition.
Bennett said the migration is intended to preserve historical records "in perpetuity" while the county transitions to more modern systems. When a commissioner asked whether data backups would still be stored locally, Bennett said the county will maintain records and backups and has a contract guaranteeing uptime and resiliency.
After brief questions from commissioners, the board moved and approved the budget amendment by roll call; all commissioners voted yes.
The approval authorizes county staff to enter the cloud contract and fund the migration. Bennett said the move is a transition step and that the county may later migrate other systems to a modern platform; this action covers the AS/400 preservation and cloud hosting costs.
