Craven County approves application for 5311 operating and capital transit grants

Craven County commissioners voted unanimously Sept. 2 to authorize applications for two community transportation grants that would fund operating and capital needs for Craven Area Rural Transportation System (CARTS).
The board approved requests to apply for $468,329 under the federal 5311 rural transit program and a combined capital application totaling $487,710. The vote came after a public hearing at which CARTS representative Kelly Walker Cuthrow described the requested allocations and the proposed uses.
Cuthrow said the 5311 operating allocation is $468,329 and that the funding breakdown for that grant is 80% federal, 5% state and 15% local match. "We are requesting to apply for the entire allocation for the $53.11 of $468,329," she told the board. She said that represents about 60% of CARTS' operating expenses, with the remaining 40% covered by other urban grant sources.
On the capital side, Cuthrow said the combined application requests $487,710 to buy four replacement vehicles that have exceeded their useful life, six replacement office chairs and a replacement shredder. She said the capital grant would be split 80% federal, 10% state and 10% local match and that the state will later designate which specific capital program will supply the funds.
The board made the motion to approve the applications and, after a roll call in which all commissioners voted yes, the clerk announced the applications were approved.
If awarded, the grants would require the county to provide the stated local matches; Cuthrow said application materials and details were available on the CARTS website and at the CARTS office.
Commissioners who spoke during the item asked no follow-up questions about service changes or routes. The public hearing record showed no members of the public signed up to comment.
The approvals allow staff to submit the two grant applications; final awards and any required county budget adjustments would return to the board if and when the state issues awards.
