Council approves text change to let planning commission serve as advisory body for four‑year general plan review; staff will expand outreach

The San Jose City Council on Aug. 26 approved a targeted text amendment to the General Plan (Policy IP 2.11) to allow the planning commission — or another advisory group chosen by council — to convene the city’s four‑year general plan review effort instead of automatically reconstituting the original Envision San Jose 2040 Task Force.

Staff said the change provides flexibility to meet the limited scope and accelerated timeline for the current review while preserving council authority to convene broader groups if the council chooses in future cycles. PBCE staff described outreach plans that incorporate the Office of Racial and Social Equity and include a project website, digital surveys, four in‑person open houses, targeted focus groups, multilingual communications, and child‑friendly activities at public events.

Councilmembers noted the importance of public education about the general plan and suggested short “micro‑learning” materials for residents and youth. Several members also stressed the need for meaningful accessibility for people with disabilities and broader outreach to community groups that represent people of color and low‑income neighborhoods. The planning commission had unanimously supported adding the phrase "a task force or" as a clarifying edit to ensure flexibility.

Council adopted the text amendment and accepted the outreach approach with the mayor and a group of councilmembers submitting a supporting memorandum that encouraged expanded community engagement. Staff will begin the outreach and return with study-session materials to the planning commission and council.
