Council approves temporary closure for Barrel Tree holiday display, directs staff to coordinate truck routes with Caltrans

The St. Helena City Council on Aug. 26 approved a resolution authorizing a temporary street closure for the city’s annual Barrel Tree holiday display, scheduled for Nov. 24 through Jan. 5, 2026. Council added direction for staff to work with Caltrans and the Chamber of Commerce on truck routing and to return with follow‑up and communications for affected businesses and residents.

Recreation Manager Sylvester told council the closure is an annual, multi‑week event from Main Street to Railroad Avenue on Hunt Avenue; installation begins Nov. 24 and removal is planned for Jan. 5. Staff said they notify nearby businesses and coordinate with Caltrans about routes to avoid routing delivery trucks through neighborhoods.

Several residents testified at public comment, urging the council to require that semi‑trucks serving Safeway and other downtown businesses use Adams Street or other arterial routes rather than residential streets. Tracy McBride, who lives on Hunt Avenue, asked the council to include explicit routing language in the resolution and to send a letter to Safeway so the routing becomes part of the public record. Another resident, who described himself as a general contractor, said he reviewed staff reports and raised concerns about the project’s documentation and effects on underground services. Others asked that the city consider moving the Barrel Tree to another site such as Lyman Park.

Council members acknowledged the public concerns but also noted the event’s value to residents and visitors. Council asked staff to meet with Caltrans to discuss viable truck routes and to confirm the outreach and routing plan with Caltrans and the Chamber of Commerce before the event. The council approved the closure and the staff direction by roll call vote.
