Planning commission approves Lakeview Section 2 final plat and a sanitary sewer variance

The New Castle Planning and Building Commission recommended approval of the final plat and improvement plans for Lakeview Section 2 on Aug. 25, 2025, including a variance to allow a reduced sanitary sewer manhole drop.
The commission’s action permits an 18.55-acre residential subdivision that will create 65 single-family lots as part of the Lakeview planned-unit development. Staff said the project complies with applicable City of Newcastle requirements and that the developer addressed all staff comments, and the commission voted unanimously to recommend approval.
Development services coordinator Keith Johnston presented the final plat, saying Lakeview Section 2 is the next phase of the Lakeview PUD and will add 65 single-family lots. Lakeview overall anticipates 414 residential lots; Lakeview Section 1 created 84 lots. Johnston said drainage will generally follow historic patterns into existing ponds that will be modified for detention, and the project will extend existing 8-inch sanitary sewer and water mains along Brush Creek Avenue into the subdivision within easements shown on the final plat.
Johnston told commissioners the developer is not required to provide the city’s 3.5% parkland dedication because the Lakeview preliminary plat was approved before that requirement took effect; the developer intends to build a clubhouse in future phases.
The developer requested a variance to New Castle Code of Ordinances section 153.088(h) to reduce the minimum drop through a sanitary sewer manhole from 0.2 feet to 0.1 feet. Engineer Kendall Dillon (Craft) explained that the proposed 0.1-foot drop meets Oklahoma Department of Environmental Quality (DEQ) minimums and was needed to avoid losing more than 2.5 feet of elevation in portions of the system, which would otherwise cause sewer to come out of the ground in the northeast corner of the phase. Public Works reviewed and supported the variance, and planning staff and consultant engineers concluded the applicant addressed staff comments.
After commissioner questions about where the reduced drop would be located and how it would affect future phases, a motion to recommend approval of the final plat, improvement plans and the requested variance carried unanimously.
The commission’s recommendation will be forwarded to city council as required for final action.
