Willard planning commission sets Sept. 4 public hearing on recreational-vehicle rules

The Willard City Planning Commission set a public hearing for Sept. 4 to consider proposed revisions to the city—s recreational-vehicle and recreational-vehicle-park code in section 24.92.03 of the Willard zoning code.

The planning staff presented a revised draft that has been before the commission several times (continued from May 1, May 15, June 5, July 17 and Aug. 7). Commissioners discussed standardizing noise hours with other city regulations, whether the city—s construction-hours standard is 10 a.m. to 6 p.m. or 10 a.m. to 7 p.m., and whether the draft should explicitly prohibit fireworks and similar devices in RV parks. A staff member noted state-park representatives asked for a blanket prohibition on fireworks; the draft currently contains no holiday exceptions.

Commissioners identified mostly clerical issues in the draft, including a likely typo in a paragraph labeled —30d— that reads "front year, front, rear, and side years.— Staff said it would correct wording and verify consistency with the city—s noise ordinance before the public hearing. The draft also references fee and impact studies that the City Council will consider separately; staff said those studies will be included in the packet for the public hearing.

A motion to set a public hearing on the RV code for Sept. 4 passed after a motion and second. When the chair called for the vote the response was recorded as —Aye.—

Next steps: staff will correct clerical errors, confirm noise-hour language to match other city codes, and include the impact-fee materials with the public-hearing packet for the Sept. 4 meeting.
