Commission approves test‑pit work at 153 Moore Street with erosion‑control conditions

The Norwood Conservation Commission voted to issue a negative determination of applicability for a proposed set of four test pits at 153 Moore Street (Norwood file N‑2025‑12). Alex Capron of Norwood Engineering spoke for Moore Street Holdings LLC, the applicant.
Capron said the test pits — typically about 3 by 3 feet and roughly 4 feet deep — are being proposed to measure groundwater elevation and soil type in the riverfront area and adjacent buffer zone. The work is intended to inform potential future redevelopment of the commercial site; at this hearing no specific redevelopment design was before the commission.
Carly, the conservation planner, advised the commission that this type of temporary subsurface testing can be considered a minor activity under the Massachusetts Wetlands Protection Act and recommended a negative determination with conditions to limit impacts. She recommended installation and maintenance of appropriate erosion‑and‑sedimentation controls around excavations and stockpiles, that no equipment enter wetland areas, and that excavated material not be stockpiled within 50 feet of any wetland or storm drain.
A motion to issue a negative determination of applicability with the conditions described was made and seconded. The commission recorded aye votes from Kaleema Musafa Woodburn, Anil Prasad, John Carbone and Catherine Walsh; the motion carried.
In discussion the applicant agreed to provide photos documenting erosion control measures and to coordinate directly with the conservation planner on any site‑specific measures prior to field work.
