Council approves salary and benefit adjustments for unrepresented city employees

The West Sacramento City Council voted unanimously on Aug. 6 to adopt Resolution 25-89, approving updates to benefit summaries and the publicly available pay schedule for unrepresented employee groups including confidential, management and executive classifications.
Amanda (Magda) presented the Brown Act-required oral summary of proposed salary and benefit changes for unrepresented positions. The package includes a 5% general salary increase effective July 1, 2025 (with the pay-period implementation after council approval), a one-time non-pensionable lump-sum payment equal to 2% of annual base pay, a retroactive lump sum covering the general salary increase back to July 1, 2025, and range adjustments for some classifications. The proposal also included additional scheduled increases — another 5% on July 1, 2026 and July 1, 2027 — and annual flat-dollar increases to city health contributions beginning January 2026 through 2028. Staff noted a limited number of classification-specific benefits such as a post incentive for the deputy police chief and a $100 monthly retiree health savings contribution for employees hired before July 1, 2019.
No members of the public requested to speak on the item. Mayor Guerrero and councilmembers voiced support, with councilmembers pointing to Measure O revenue that helped make the package possible.
Formal action: Council Member Early moved to adopt Resolution 25-89; after roll call the measure passed 4-0 (Council Member Ocala — Aye; Council Member Early — Aye; Mayor Pro Tem Salpizio Hall — Aye; Mayor Guerrero — Aye).
