Planner: Middletown to draft zoning amendments after 2025 housing legislation; some changes in effect now

Ron (town planner) told the Town of Middletown Planning Board he has begun drafting amendments to the town zoning ordinance and regulations to conform with housing legislation passed in the 2025 General Assembly. He said roughly half the tracked bills took effect immediately and the rest become effective Jan. 1, and he will prioritize drafting amendments for those already in effect.
Ron said he will coordinate proposed language with the town solicitor and return higher‑priority drafts to the planning board at the next meeting; the board can then schedule public workshops and, ultimately, forward recommendations to the town council. A board member noted many of the changes are nondiscretionary: if the town’s ordinances are not updated, the new state laws will still apply by operation of law.
The planner asked to work with the solicitor to refine drafts and bring forward items most urgent for compliance. The board did not take regulatory action at this meeting but agreed to review the planner’s proposed amendments at a future meeting.
