The Quincy Board of License Commissioners unanimously approved a slate of special‑use and common‑victual licenses at its Aug. 12 meeting, granting one‑day liquor permits and temporary outdoor extensions for several local businesses, approving new food service licenses and authorizing a change of ownership for a package‑store and gas station license at 453 Washington Street.
The approvals allow Cubic Labs to serve beer and wine during a Sept. 9 event at Kilroy Square; temporary sidewalk or park extensions for Off the Hook Bar and Grill, Bridal Rock Brewing and Break Rock Brewing for scheduled seasonal events; common‑victual licenses for two new food establishments and one change‑of‑ownership retail food business; and the transfer of Neon Marketplace’s off‑premise wine and malt license and related gas‑station licenses to Cumberland Farms.
The board’s review was procedural for most items and focused on event logistics, hours and health and safety sign‑offs. Counselor Kane, representing Cubic Labs, said the three‑day Boston Blockchain Week event typically draws “approximately 100 different people” and that a beer truck would be on site in the afternoon for a social hour. John Galligan, speaking for Off the Hook Bar and Grill, described the Quincy Striped Bass Classic and Oktoberfest as “very similar to all the events that we've run before” and said the restaurant plans standard road closures, roped‑off beer tents and stanchions.
Jay Southwood, representing Bridal Rock Brewing, said the brewery coordinated with its landlord and fire prevention and plans to use signage, staff and barrels “to keep alcohol within that area” in the Boardwalk Park adjacent to its patio. Break Rock Brewing told the board it is still refining logistics for a family‑oriented “Clash at the Creek” cornhole tournament and will use licensed staff and a permitted food vendor, Black Creek Barbecue.
On licensing for food businesses, Ken Liu appeared on behalf of Ying G Chang Fen and clarified that proposed manager Jackie Wan is on vacation; the applicant described the restaurant as Cantonese style with a 25‑seat dining room. Ali Javed sought a common‑victual license for J and J Coffee LLC doing business as MOTW Coffee and Pastries at 279 Willard Street, describing the concept as a coffee and pastries franchise with warmed (not cooked) empanadas and other prepped food items. A representative of Baidu Family LLC described a change of ownership and menu additions for Mochi Nut and Munzo, including Vietnamese coffee and banh mi; the board approved the license contingent on required sign‑offs.
Attorney Elizabeth Pesano, representing Cumberland Farms, said the transfer of licenses from Neon Beverage LLC (Neon Marketplace) to Cumberland Farms will leave operations, staff and the manager of record, Hani Adakahala, unchanged; the board approved the transfer after the application’s public notice period.
