Kennett board approves ATSI plans for middle and high schools

The Kennett Consolidated School District Board of School Directors approved ATSI (Additional Targeted Support and Improvement) plans for Kennett Middle School and Kennett High School on Monday, fulfilling a federal and state requirement intended to target support to student subgroups that are not meeting performance targets.
District administrator Kelly Vitry (presenting) explained that ATSI is required under the Every Student Succeeds Act and the plans identify groups not meeting Pennsylvania performance targets, conduct root‑cause analysis and set measurable goals and evidence‑based strategies for progress monitoring.
Vitry told the board, “ATSI is additional targeted support and improvement, and it is required under Every Student Succeeds Act,” and described the KMS designation as for students with disabilities and English learners and the KHS designation for students with disabilities (the KHS English‑learner subgroup showed progress and was downgraded to targeted support and improvement). The plans include quarterly progress monitoring and must be submitted to the Pennsylvania Department of Education.
Trustees discussed the complexity of the documents and noted specific instructional priorities in the KMS plan, including increasing classroom language production in science to support English learners. Trustee Kramer described the plans as candid about areas that need improvement and praised schedule and leadership changes at the middle school intended to support those goals.
The board voted to approve the ATSI plans for the 2025–26 school year; the motion carried by voice vote.
