Wheat Ridge council approves election and Wadsworth maintenance agreements, sets public hearings on charter change and park sales; executive session planned

WHEAT RIDGE, Colo. — The Wheat Ridge City Council on Aug. 11 unanimously approved two intergovernmental agreements, scheduled public hearings on a proposed charter amendment and two property sales and voted to move into an executive session on a pending contract claim.

The council approved Resolution 37-2025, an intergovernmental agreement with the Colorado Department of Transportation establishing long-term maintenance responsibilities for a sidewalk on the west side of Wadsworth Boulevard between 30th and 35th avenues. The council also approved Resolution 38-2025, authorizing city officials to execute an intergovernmental agreement with Jefferson County regarding administration of the coordinated election to be held Nov. 4, 2025; the documents must be forwarded to Jefferson County by Aug. 26, 2025.

Council members then set public hearings on three council bills: Council Bill 15-2025 would place a charter amendment on the Nov. 4, 2025 ballot to eliminate the elected city clerk and elected city treasurer; Council Bill 16-2025 would approve the sale of Town Center Park (a 0.7-acre parcel) at or near 4084 Wadsworth Boulevard; and Council Bill 17-2025 would approve the sale of a roughly 0.5-acre commercial parcel acquired during the Wadsworth improvement project (referred to in the meeting as the former Roberto site). Public hearings for the ordinances were set for Aug. 25, 2025 at 6:30 p.m., to be held virtually and in the City Council chambers, with ordinances set to take effect 15 days after final publication as provided by the charter.

The council also approved a motion to meet in executive session under the Wheat Ridge Home Rule Charter (section 5.7(b)(1)) and Colorado Revised Statutes 24-6-402(4)(b) and (e) to receive legal advice and provide negotiation instructions related to a potential mediation and a contract claim involving Concrete Works Colorado (as referenced in the motion). The meeting was adjourned and the council moved to the executive session room.

All motions on the evening passed on unanimous voice votes recorded on the audio: "All ayes, no nays." The council roster present during roll call included eight members.

Why it matters: The CDOT agreement assigns maintenance responsibilities for new pedestrian improvements along a major corridor; the coordinated-election agreement commits Wheat Ridge to Jefferson County's election administration timetable for the November ballots; the charter amendment, if approved by voters, would change how two municipal officers are selected; and the proposed park and commercial property sales invoke charter rules that require supermajority approval for disposition of public-purpose property.

Details and next steps: The coordinated election will occur Nov. 4, 2025; the packet and IGA must be sent to Jefferson County by Aug. 26, 2025. Public hearings on the proposed charter amendment and the two property sales are scheduled for Aug. 25, 2025 at 6:30 p.m. The council indicated that the sale of the parkland and the commercial parcel have been contemplated since completion of Wadsworth improvements and that City Charter section 16.5 governs sale or disposition of municipally owned public-purpose property.
