Caswell County Board approves capital outlay adjustments, adds activity bus to FY26 plan

The Caswell County Board of Education approved adjustments to its 2025–26 capital outlay budget and the district's local operating budget after discussion about line-item changes and funding sources.

Board members voted to add an activity bus to the capital outlay plan, increasing the capital outlay revenue addition from fund balance by $89,000 toward a $160,000 activity-bus line. At the same meeting trustees accepted a correction to a landscaping contract line item that board members said had been misstated in earlier paperwork.

Board members and staff discussed how the capital outlay changes were allocated. The finance staff said the $89,000 would come from the capital outlay fund balance, not the district’s general/local fund balance. The board approved the amendment to the capital outlay page that corrected the landscaping figure and approved the capital outlay budget as amended.

Trustees also approved the district’s local budget for the year with the adjustments discussed in the session. The board later voted to approve several related procurement and consent items in separate motions (see Votes at a glance below).

Board members asked for clearer budgeting documentation and line-item coding moving forward so future adjustments can be tracked more easily. The finance staff said additional trainings and more detailed budgetary descriptions would be provided to staff to reduce confusion about where spending is recorded and when formal amendments are required.

The board's action preserves the district’s stated plan to proceed with capital projects while keeping the capital outlay fund separated from the local operating fund, staff said.
