Planning staff reported ongoing negotiations over an easement across FlowServe property tied to the Mountain Brook Farm project and the proposed bypass. The mayor and planning staff will meet with the developer and the developer’s attorney in the coming weeks to further discuss terms.
Staff said FlowServe has asked for several considerations in exchange for granting an easement. Those items are largely focused on benefits to FlowServe employees (for example, discussion included potential on-site childcare and other employee amenities) and some zoning-code updates that would give the company and the developer more flexibility for the undeveloped portion of the site, including possible allowances to encourage on-site solar panels to offset FlowServe’s power use.
Staff characterized the negotiations as ongoing; until FlowServe agrees to an easement the developer will not move the project forward. Staff and the mayor plan to seek terms that balance public access needs for the bypass with the company’s requests for employee-oriented benefits and zoning flexibility.
