Baltimore County committee approves minutes, votes to meet in closed session to review investigatory file

The Baltimore County Administrative Charge Committee on July 25 approved its June meeting minutes, voted to meet in closed session to review an investigatory file under county law and state regulation, and set its next meeting for 11 a.m. Aug. 1 in Room 118 and by WebEx.
Committee member Christopher Sui opened the session at about 12:09 p.m. in Room 1118 of the Baltimore County Historic Courthouse and by WebEx. The committee voted to approve the prior meeting minutes “as presented.”
The meeting’s substantive action was a motion to convene a closed session for review of an investigatory file. Sui read the motion on the record, saying the committee would “meet in closed session [for] review of a historic file to comply with section 3-3-2806 of the Baltimore County Code and COMAR 12.04.09.05(D)(1).” The committee seconded the motion and voted to meet in closed session.
Before adjournment, members agreed to change the time of the next scheduled meeting from noon to 11 a.m. on Friday, Aug. 1, to be held in Room 118 of the Historic Courthouse and by WebEx. The committee closed the public portion of the meeting after the votes.
The meeting contained only routine procedural business; no substantive public hearings or policy debates were held in open session. The committee recorded the formal motions and votes on the minutes and then moved to closed session for the investigatory-file review specified in its motion.
