Aurora moves forward with Sandy Point annexation, 242-acre parcel to be annexed

The Aurora City Council on July 28 held a public hearing and adopted a resolution finding a 242.154-acre parcel (Sandy Point) eligible for annexation; the council also introduced the initial annexation ordinance.
Justin Andrews, project manager in the Office of Development Assistance, told the council a petition for annexation was filed by the parcel owner, Cowley Management LLC, for land at the northwest corner of East 506th Avenue and North Hayes Mountain Road. Andrews said the city previously made a finding of substantial compliance and that annexation proceedings follow state law, which spans three council meetings. "This is the second meeting in that process," Andrews said.
There was no public comment and no applicant presentation at the hearing. The council adopted the resolution finding the land eligible for annexation and approved introduction of the annexation ordinance; the clerk recorded the motions as passing unanimously.
Staff told the council the site is planned in the comprehensive plan for airport-commercial light industrial uses and that Aurora Water vetted utility service considerations before the petition was accepted. Council Member Bergen confirmed the annexation will be required to meet the large-water-user standard adopted earlier in the meeting.
Next steps: Because annexation is governed by state law, the council will continue the process at subsequent meetings; the item now proceeds to the mandatory ordinance readings required by the annexation procedure.
