Albemarle EDA debates strategic-plan language, backs exploring rural restaurants by special use permit

The Albemarle County Economic Development Authority met to review a draft economic development strategic plan, hear public comment and discuss recommended changes to the plan’s vision and mission, consultant deliverables, and a proposed policy change to allow restaurants in rural areas by special‑use permit.

The discussion matters because the draft will guide economic development priorities that affect land use, tax base strategy and infrastructure demands across Albemarle County. Authority members debated how aspirational the plan’s language should be, whether the consultants provided useful implementation direction, and whether the authority should advise the Board of Supervisors to consider amending the county code to permit sit‑down food service in rural zones under a special‑use permit.
