Lynchburg City Schools gives progress update on roofs, fields, playgrounds and CTE equipment

Jordan Eubank, a staff member leading facilities updates for Lynchburg City Public Schools, gave the Finance and Facilities Committee a status report on active capital improvement projects and near-term schedules.
Eubank said the division received the first set of drawings for Linkhorn Elementary and that designers have been selected for several roof replacement projects. “I did actually get the first set of drawings for Lynkhorn Elementary, today,” Eubank said. He told the committee he plans to issue a purchase order for design work before the end of the week.
The committee heard that Heritage High School’s baseball and football turf and track replacements will be constructed by Keystone Sports, with both fields targeted to be finished by Feb. 13, 2026, in time for spring sports. E.C. Glass High School’s turf and track work is scheduled to begin construction in September 2026 pending geotechnical borings; a civil engineering firm will perform borings later this week to inform scope and pavement layers.
Atlantic Restoration began building-envelope work at R.S. Payne Elementary in September, and crews have been opening and inspecting roof areas to determine repairs. E.Z. Glass High School roof work is scheduled to start next Monday, Eubank said.
Career and technical education (CTE) updates included delivery and setup of technology lab equipment at Sandusky Middle School and pending accreditation or public-health inspections for the automotive and culinary programs. Eubank said the division has applied for an ASC accreditation inspection for the automotive program; a date is not yet set. He added the culinary program is awaiting a health department inspection that will identify necessary upgrades.
On playgrounds, equipment for Sandusky Elementary has been delivered and installers are scheduled to begin work next Monday; T.C. Miller’s equipment is expected and installation is to start in the coming weeks. Darrington Elementary equipment has been released and is expected in late November.
Paving and fencing proposals are under review for Darrington Elementary, and design review comments are being addressed for the Dunbar community schoolyard project. Access-control hardware and core installs are complete at R.S. Payne; the remaining key-box integration is outstanding. Heritage High School’s hardware installation is about 95% complete with badge commissioning planned the week of Oct. 27 and a systems switch-over during Thanksgiving break. E.C. Glass has low-voltage wiring and control cabinets installed; hardware delivery will determine installation over winter break. Linkhorn Middle School has had an initial walkthrough and hardware submittals are in process.
The committee asked about budget impacts and Eubank said the projects remain within the current CIP allocations. He also noted that some schools slated for larger architectural plus MEP projects in the next three years will have access control work folded into those future renovations to avoid rework.
The update closed with committee members asking to inspect Fort Hill and other sites before finalizing sequencing for projects that affect alternative-education spaces and mobile units.
