FAB Committee renews no-cost leases for Family Protection Center partners

The Finance, Audit and Budget Committee voted to approve renewal of two no-cost lease/facility-use agreements for the Family Protection Center, a centralized victim-services facility at DeKalb County's fire headquarters.
Madam District Attorney Sherry Boston told the committee the Family Protection Center is located at 1950 West Exchange Place on the first floor of the fire headquarters and serves as a central location where DeKalb County victims can receive coordinated services from law enforcement and nonprofit partners. "The space is used to coordinate and provide services such as child forensic interviews, SANE... counseling or crisis intervention in an inviting space that is central, clean, efficient, and safe," Boston said.
The two agenda items covered: a no-cost lease/facility-use agreement between DeKalb County and Women Moving On Inc., doing business as the Women's Resource Center (item 13-25), and a renewal of a no-cost lease for the Georgia Center for Child Advocacy and the International Women's House (item 13-26). Boston said the partners have occupied the Family Protection Center location since approximately 2014–2015; the county and partners entered a memorandum of understanding in 2015, and the board approved a five-year lease in October 2020.
Boston said the Women's Resource Center assumed operations previously provided by the Day League (formerly the DeKalb County Crisis Center) and now performs SANE (sexual assault nurse examiner) examinations in the space. She described a 2024 sewer failure that forced the Family Protection Center to close for several months, during which county victims had to be directed to Fulton County or other facilities; insurance covered the remediation.
Facilities management retains responsibility for the building and maintenance because the county owns the space; the district attorney's office oversees access, IDs and coordination with occupants. Boston said partner organizations are responsible for medical equipment, technology and other programmatic needs inside their leased space.
Motion and vote: Commissioner Shakira Johnson moved to approve items 13-25 and 13-26. Chair Commissioner Ted Terry seconded; committee members present voted "aye" and the motion carried in committee.
The approvals preserve local access to SANE examinations, child forensic interviews and related victim services at a county-owned, centrally located facility.
