DeKalb County CEO outlines plan to implement 266 operational-assessment findings; quarterly reports planned

County CEO Williams told the Finance, Audit and Budget (FAB) Committee that DeKalb County intends to present an implementation strategy for the operational assessment conducted by Malden & Jenkins and will deliver updates to committees and the full board.
"Malden and Jenkins did an outstanding job, quite frankly, in the assessment, finding over 260 I think, 266 findings," CEO Williams said. He said the administration is working with the Momentum Group to develop a strategy for departments to review findings and draft action plans.
The administration described a RACI (Responsible, Accountable, Consulted, Informed) approach for implementation: departments and the administration will be primarily responsible and accountable for actions; the Board of Commissioners will be consulted and informed and will have opportunities for input. Williams said the county will use the month of October to continue departmental reviews and will present a reporting strategy in November that outlines milestones and opportunities for board input.
"If there are things that come up in the November time frame that may inform our budget request, we will advise at that time," Williams said. He added the county plans quarterly status reports to the board so elected officials can track progress and identify roadblocks.
Committee members said they support the committee-by-committee reporting approach and asked that the FAB Committee focus on the three departments under its jurisdiction: Finance, Office of Budget Management, and Purchasing. Chair Commissioner Ted Terry said FAB has two committee meetings in October and preferred to schedule most departmental reviews for the Oct. 20 meeting.
Committee members also asked the administration to provide deeper reviews of specific topics identified in the assessment. Commissioner Shakira Johnson and other members requested a targeted follow-up on the Local Small Business Enterprise (LSBE) program in purchasing, including options for a special discussion or a drill-down in upcoming committee meetings.
The administration said it will refine the draft dashboard and reporting cadence, with the CEO or his operations lead presenting overviews while departments attend to answer specific questions.
Next steps: the administration will continue department-level reviews in October, present a consolidated reporting strategy in November, and return to the board quarterly with status updates. Committee members asked for the LSBE program to be included as a deeper review topic in forthcoming meetings.
