Madison City approves street closures for Balloon Glow and Bridal Circle festival

The Madison City Board of Public Works and Safety on Sept. 2 approved amendments to two event-related resolutions to allow street and vacant-lot closures for an upcoming balloon glow and the Bridal Circle festival.
The board amended Resolution 2025-28b to move the Madison Regatta balloon glow to Sunday, Sept. 7, from 4 p.m. to 10 p.m., and to authorize a short road closure from the east side of the bridge to Ferry Street in the riverfront area. Kim Washer, speaking on behalf of the Madison Regatta and the Riverboat Inn, said the balloon glow will be held on private property and described the closure as short. "It's held on private property," Washer said. She said food trucks for the event will be on Riverboat Inn property and that the event will include tethered rides.
The board also approved an amendment to Resolution 2025-36b to expand street and vacant-lot closings for the Bridal Circle festival. The amendment adds the city's vacant lot at the corner of Jefferson Street and Vaughn Drive for truck and equipment parking. Brent, a festival organizer, described the Vaughn Drive area south of Bicentennial as a backstage area for semis, buses and trucks and said food trucks will be located on West Street. Board members confirmed access points for nearby apartments would be maintained; Festival organizers said they coordinated with property manager Bill DeVries on access.
Both measures passed on voice votes after motions and seconding; the board recorded an affirmative voice vote and no opposition for each item.
City officials and event organizers urged visitors to come on foot where possible and noted the riverfront area will be particularly busy during the weekend's events.
The board's approvals cover only the temporary street and lot closures described in the two resolutions; other permits, traffic control details and on-site operations were presented verbally by organizers and will be enforced under the city's event permitting conditions.
