Carmel board opens bids for 130 Sixth Street path and approves contracts, easements and event permits

The Carmel Board of Public Works and Safety opened bids for the 130 Sixth Street multiuse path and approved a package of contracts, change orders, dedications and event permits at its Aug. 20 meeting.

The board heard nine bids for the 130 Sixth Street Multiuse Path construction, led by Brad Pease, director of engineering, who read the submissions aloud. The lowest bid reported was $980,000 from Morphy Construction Inc.; other bids ranged up to $1,742,470 from Millennium Contractors LLC. No award was made at the meeting; the board recorded the bids for later consideration.

Benjamin Lake, an attorney who spoke during the meeting, asked the board to add to the agenda a request for quotes for Carmel Police Department towing services after the public notice used language more typical of the sealed-bid process. "The request for quotes shouldn't have said that it comes here to be opened," he said. The board voted to add the matter and the meeting recorded five towing quotes; the police department will review the submissions and select the lowest, most responsible and responsive quote for each required service.

The board approved three professional-services agreements tied to fire-station renovations funded through the 2024 road bond. The board approved an agreement with CTI Construction LLC for $266,130.24 for program-management services covering Stations 42, 45 and 46; DLC Indiana LLC for $170,575 to provide engineering/architectural services for Station 45; and The Etika Group Inc. for $189,000 for engineering/architectural services for Stations 42 and 46.

Other procurement and contract actions approved included a $22,925 change order to William Charles Construction for the Almond Newark sidewalk and drainage project; a $500,726.08 balancing change order to Reith Riley Construction Co. for Third Avenue Southwest reconstruction; and a deduct change order of $130,942 on the West ground storage tank project with Preload LLC. Lane Young, director of utilities, said the storage-tank project has a substantial completion date of August 2026.

The board approved a series of right-of-way dedications and easements related to redevelopment and roundabout projects, including a dedication at Woodland Country Club, a dedication and stormwater-quality easement at 931 W. 130 Sixth Street, and a stormwater-technical-standards waiver for 331 W. Main Street after staff said developer requirements had been met. The board also approved three utility easements to Duke Energy tied to forthcoming roundabout projects at 106th Street and Westfield Boulevard and 116th Street and AAA Way.

The board granted permits and street-use approvals for several events and temporary work, including a special-use request for an awning recover (Sept. 24), Eidfest in Civic Square (May 30, 2026) and a Midtown Plaza window-cling installation for the World Aquatics event (Sept. 16, 2025).

All motions on the listed items carried on voice votes recorded as "Aye"; specific roll-call tallies were not provided in the meeting record. The board adjourned after completing the agenda.
