Planning commission approves Jessica Lee Landing four‑lot subdivision; variance granted for front setback

The Anderson City Planning Commission voted unanimously to approve petition 9-25, the secondary plat for Jessica Lee Landing, a four-lot residential subdivision on the 4000–4200 blocks of West Eighth Street.
Staff presented the plat as a 5.82-acre, R-1 zoned site, mostly wooded and bisected by an unnamed creek; the proposed lots range from about 1.04 to 1.49 acres. The petitioner requested a variance from the Subdivision Control Ordinance to reduce the front-yard building setback from the required 40 feet to 30 feet. Staff recommended approval and noted the petitioner committed to constructing 5-foot concrete sidewalks along each lot as houses are built. The submitted plat shows the houses to be located outside the 100-year and 500-year floodplain and does not propose altering the unnamed creek.
The petitioner, represented by engineer Steve Serves of Serves Engineering and Lawrence Johnson of Mustang Builders, answered commissioner questions on elevations and topography. Serves described a low spot near the creek where water tends to stand and said the proposed house locations will be south of the floodplain. Commissioner comments noted that the site’s grassed yards could improve infiltration compared with existing brushy conditions.
Lawrence Johnson explained the subdivision’s name: "Rob Lyons has worked for me for years. His daughter was Jessica Lee. K. She was murdered," he said, describing fundraising and local recognition that motivated the name.
After public comment opportunities produced no remonstrances, a commissioner moved to approve the secondary plat and forward it to the Board of Works for acceptance of plat covenants, dedications, easements and the requested variance. Micah provided a roll call: all nine commissioners present voted yes. The commission recorded the motion as passed, 9–0.
The commission’s approval moves the plat to the Board of Works for final acceptance of the legal documents and any required administrative steps. Staff noted the legal advertisement for the hearing was published Aug. 15.
