Votes at a glance: Wheat Ridge council approves URAs, parkland exchange, appointments and sets public hearings

WHEAT RIDGE, Colo. — The Wheat Ridge City Council took several unanimous actions Monday across land-use, budget and regional service matters. Key votes and procedural actions from the Sept. 22 meeting follow.
- Resolution 45-2025: Clearvale Urban Renewal Plan — Approved unanimously. Council certified blight findings for approximately 109 acres and authorized TIF use within the Clearvale boundary (see separate article for details).
- Resolution 46-2025: Lutheran Legacy Campus Urban Renewal Plan — Approved unanimously. Council designated the former Lutheran Hospital campus area as an urban renewal area and authorized the Urban Renewal Authority to pursue TIF financing for site infrastructure (see separate article).
- Council Bill 18-2025 (ordinance, second reading): Hank Stites Park land disposition and exchange — Council reauthorized a previously approved land-swap to correct park boundary discrepancies at Hank Stites Park, restoring a prior 2021 approval that had lapsed. Section 16.5 of the charter requires unanimous approval for parkland disposition; the clerk recorded eight ayes and no nays.
- Council Bill 19-2025 (ordinance, first reading): Rezoning at 10285 Ridge Road — Council approved first reading to set a public hearing for Oct. 27, 2025, at 6:30 p.m. in council chambers for a requested zone change from Agricultural (A-1) to Mixed Use Commercial Transit-Oriented Development (MUCTOD) for a proposed affordable housing project at 10285 Ridge Road. The item is quasi-judicial; councilors were cautioned to consider ex parte rules prior to the hearing.
- Resolution 47-2025: Intergovernmental agreement concerning regional cold-weather response — Approved unanimously. Wheat Ridge’s pro-rata share was presented as approximately $102,950, with payments due Nov. 1 and in January; Jefferson County will serve as fiscal agent.
- Appointments: Shannon Garcia Lewis — Mayor’s nomination to the IDEA Committee was ratified unanimously; the term expires March 2, 2028.
- Resolution 49-2025: Support for Colorado Parks & Wildlife non-motorized trails grant application — Approved unanimously. The resolution allows parks staff to apply for grant funding to install wayfinding and safety signage along Clear Creek Trail and the Wheat Ridge Greenbelt Network.

For the two urban renewal plans and the Wadsworth project budget action, the council’s approvals initiate intergovernmental negotiations, contract amendments, and capital funding actions that staff said will require subsequent reporting back to council with finalized agreements and implementation timelines.
