Commission approves hangar lease renewal, engineering and construction contracts, and equipment purchases

Lease renewal: The commission approved a five-year renewal option for Integrity Care’s hangar lease at the city airport. Kendra (city staff) told commissioners the renewal would continue under the same basic terms and that Integrity Care has been a long-term tenant. Commission discussion noted that tenants who invest in airport property — including a previously funded fence — can be difficult to compare with other communities and that an Airport Advisory Committee review of hangar and rental rates could be appropriate in the future. The mayor called the motion; the roll call recorded "Yes" votes from James, Johnson, Rhodes, Simmons and Jonathan.
Water main engineering: Commissioners authorized city staff to proceed with final engineering and construction-administration services necessary to apply for a grant and move the water-main replacement project forward along South State Street. City engineering staff noted the work will include a number of roadway bores (approximately 14 crossings) and require coordination with MDOT and traffic control during construction. The motion passed on a recorded vote with Johnson, Rhodes, Simmons and James voting yes.
Sidewalks bid award: The commission awarded a bid for a portion of a federally funded or grant-funded sidewalk project to Gerber Construction, the lowest of three bidders. The portion covers work on Fourth Avenue, Pere Marquette, Birch and Cedar. Commissioners noted the bid came in under the project budget and moved to accept Gerber’s bid; the motion passed.
Automation maintenance contracts: The commission approved proposals from Top Line Electric for automation and controls checks at the water and wastewater treatment plants (estimated at about $11,652 for water and $13,000 for wastewater), described by staff as recurring technical maintenance similar to an IT contract. The motion carried.
Equipment purchase: Commissioners approved purchase of a Carryall brand side-by-side vehicle to replace aging park equipment; staff said the unit would be used for parks operations and that a similar vehicle had been purchased previously for the police department.
Several commissioners asked staff to have the Airport Advisory Committee review hangar and rental rates and suggested future leases include an escalation clause or percentage-based increases. The commission took the votes during the business portion of the meeting; all listed actions carried.
