Councilmember Marty McCain and others noted the city recently received a transportation master‑plan grant and discussed using a Utah TPA‑style grant program again; staff agreed the city typically needed to contribute local match funding to increase chances of award. Several council members said they expect the process to require formal proposals from consultants and at least three bids for a contract above the city’s procurement threshold.
Commissioner Kaye asked whether planning should initiate the grant application or whether the city’s grant writer (Mike Black) should submit it with planning’s input; councilmembers recommended a cooperative approach: planning would supply scope and local input while staff would lead or support submission and administration.
No contract award or professional firm was selected Thursday. Councilmembers directed staff and planning commissioners to move forward on grant research and application preparation, then to return with a recommendation and estimated budget for formal bidding and potential grant match.
