Board reviews emergency operations updates, approves annual plan

Moorhead Area Public Schools officials presented the district's annual emergency operations plan update Aug. 18 and the board voted to approve the plan.
Steve Moore, a district staff member who led the presentation, told the board the district has maintained an emergency operations plan since 2012 and that the past year brought updates including newly coordinated first-responder maps, refreshed Building Emergency Response Team rosters and an updated communications toolkit for incident messaging. Moore said the district also published new crisis-response procedures and moved the alternate emergency operations center to the media center at Probst Field.
Moore said an external district safety and security audit team spent a week conducting facility assessments and interviews; the consultants praised district facilities but identified process and facility recommendations. "About 67, 68% of the findings in these audits have no cost associated with it," Moore said, meaning many recommendations are procedural or training-related. He said a brief staff refresher and new-member training is scheduled after school starts and that quarterly building tabletop exercises are planned.
Board member Keith moved to approve the emergency operations plan; Dave seconded. The motion passed.
Moore described follow-up steps: distribution of updated first-responder maps to Clay County emergency management and the Clay County sheriff's office, continued BERT training, and a plan to administer staff surveys and stakeholder interviews in September to inform the final audit report and implementation plan. He also said training tracking will include standard NIMS/ICS completion: "every BERT member should at least complete ICS-100," Moore told the board. Moore said the district will standardize quarterly BERT meetings and conduct tabletop exercises.
Board members thanked emergency-management staff for the work and indicated confidence in the district's preparedness measures. The plan approval will allow staff to continue scheduled training and implement audit recommendations.
