Commissioners fund Veterans Advisory Council wreath program and approve county match for Diaper Bank support

The Dare County Board of Commissioners voted unanimously on Sept. 3 to provide $3,000 to the Veterans Advisory Council’s inaugural Wreaths of Honor program and separately approved a $15,000 county match to support the Children & Youth Partnership (CYP) Diaper Bank.
Justin O'Sullivan, chairman of the Veterans Advisory Council, described plans to lay wreaths at more than 400 veterans’ graves across seven cemetery sites in the county and said the program was nearly fully funded but $3,000 short. Commissioners moved and seconded a motion to provide the remaining $3,000 from county funds; the motion carried unanimously.
Separately, the Children & Youth Partnership sought recognition for Smart Start Month and Diaper Need Awareness Week and requested continued county support for CYP's Diaper Bank. Commissioners first adopted proclamations recognizing Constitution Week, Smart Start Month and Diaper Need Awareness Week, then voted to match the $15,000 county support CYP received the previous year to sustain diaper distribution operations. County staff said the prior $15,000 had yielded an approximate in-kind distribution equivalent to 75,000 diapers over a year; commissioners approved allocating the match unanimously.
Ending: County staff and the Veterans Advisory Council said they will complete disbursement processes and volunteer sign-ups; CYP said diaper drop-off locations and pickup schedules will be publicized for the fall distribution cycle.
