The Dare County Board of Commissioners approved a $20,000 survey on Sept. 3 to advance a proposed Harriet Street pathway connecting the back of Manteo Middle School toward Highway 64.
County staff said a survey and preliminary design are required to be competitive for available grants; the survey will examine the most feasible alignment, drainage constraints and right-of-way options on the south side of the road. Staff described two basic alternatives: build the path on the side of the road nearest the school or shift the travel lanes where the right-of-way allows so the path can be placed on the opposite side. Commissioners instructed staff to pursue the south-side survey first and to include crosswalk and pedestrian-safety treatments in eventual design work.
The board authorized the survey by unanimous vote and directed staff to consider safety measures in the design phase, including marked crosswalks, lighting and signalized crossing features if the alignment requires students to cross the roadway.
Ending: Staff said the survey results will inform a future grant application and design, and the board authorized the county to pay the survey cost from available capital or grant-matching funds.
