Tourism board wins county consent to award $3.34 million Nags Head Soundside boardwalk contract

The Dare County Board of Commissioners on Sept. 3 gave unanimous consent for the Tourism Board to award a contract to Millstone Marine Construction to build a soundside boardwalk and associated amenities in Nags Head.
Lee Nettles, appearing for the Tourism Board, summarized the project as approximately 3,000 linear feet of boardwalk, three platforms, a pergola-style gazebo, kayak launches and seven boat slips. Nettles said the total contract award the tourism board recommended was $3,339,235; that figure includes multiple bid alternates described in the Tourism Board’s packet.
Commissioners asked how the boardwalk would be used and how it would tie into existing sidewalks and event programming. Nettles said the facility is intended for sightseeing, environmental interpretation, nonmotorized water access, exercise and to complement the town’s seasonal events and markets. Commissioners asked about shallow water and navigation near the proposed slips and requested signage and awareness efforts for boaters.
The county manager confirmed the spending would be from the long-term restricted tourism fund (collected from occupancy and prepared food taxes) and requires county consent before expenditure; commissioners granted that consent by unanimous vote.
Ending: Commissioners said they expect construction to begin immediately and for the boardwalk to be completed by spring, subject to contractor schedule and permitting.
