Pastor Chris McFadden of Cherry Street Wesleyan Church asked the Franklin County Commission on Sept. 3 for permission to set up on the courthouse lawn on Saturday, Oct. 25, to distribute free coats and hot cocoa during the downtown candy parade.
McFadden said the event would leverage an existing community gathering and that volunteers would set up two to maybe ten 10‑by‑10 canopies with tables to hand out coats and literature about the church. He said the church will collect donations at the church beforehand and that Railroad Cleaners partnered last year to launder donated coats at no charge.
Commissioners asked logistical questions, including where donations would be dropped off and whether a permit would be required. County staff and commissioners indicated support for the project and said staff would advise McFadden about any required permits or approvals; no formal permit decision or recorded vote was made at the meeting.
McFadden said he did not have an exact event time off the top of his head and would follow up with staff on specifics.
