Franklin County declares surplus property for sale and staff outlines road, planning and regional meeting updates

The Franklin County Commission on Sept. 3 declared several county items surplus and authorized staff to list them immediately on the Purple Wave auction platform. The surplus list covered equipment from the noxious-weed program, the solid-waste division and Road and Bridge.
Commissioners approved the surplus declaration and sale by motion and roll-call vote (recorded as unanimous). County staff said items will be listed promptly to clear inventory before seasonal weather changes.
Staff also briefed the commission on ongoing roadway maintenance: crack sealing began on Montana (contractor: Denny Brown) and an in‑house asphalt overlay on Tennessee north of 68 started the morning of the meeting. Staff warned of possible short traffic delays as crews work in segments.
On a previously approved regional planning grant, county staff clarified the county’s potential match: an initial calculated county share of $9,875, which staff described as 5% of a total project cost of $197,505 used for the grant application. Staff said they were obtaining a second external estimate, and the two numbers will be averaged to set the grant budget; the county contribution will only be required if the grant is awarded.
Staff reminded commissioners of the Southeast Kansas Regional Meeting taking place the following day at the Ottawa Memorial Auditorium, with breakout sessions for Road and Bridge and Noxious Weed. Commissioners received an update on a local produce stand and other community events during reports.
Motion to declare items surplus and to sell on Purple Wave passed unanimously (recorded votes: Commissioner Dickinson — yes; Commissioner Sottlemyer — yes; Commissioner Weymier — yes; Commissioner Madder — yes; Chair Harris — yes).
